still gender gap in the EU Civil service top management positions?

As the Data of the EU civil service shows, at the top management positions there is still a very limited number of women. It is very interesting, as the EU often highlights the problem in national administrations or institutions, but does not seem to deal with the problem well on its own level.

No I am not gonna be cliche and give my opinion like these CNN/CBS?Fox you name it, commentators.
But I think that Obama was very carefull in his speech. although he made very good points, he could have focalized more on the regional strategy with Pakistan!
